By limiting the concentration of hydrogen peroxide, manufacturers decrease risk of negative side effects, but also decrease the efficiency of the product itself. These products, while sufficient for lifting surface stains, simply cannot produce the same results as professional whitening, because stains lie beneath the surface enamel.
